The legal texts (Légifrance)
The framework of the examen civique (civics exam), mandatory since 1 January 2026, comes from these texts published on legifrance.gouv.fr:
- Décret no. 2025-647 of 15 July 2025 — examen civique for residence titles (carte de séjour pluriannuelle and carte de résident).
- Décret no. 2025-648 of 15 July 2025 — examen civique for naturalisation.
- Arrêté of 10 October 2025 (NOR INTV2527907A) — programme, tests and rules for organising the exam.
- Article R.413-12-1 of the CESEDA — content of the QCM (multiple-choice test) and the wordings “carte de séjour pluriannuelle” and “carte de résident”.

The licence of the questions
The official lists of knowledge questions are public and distributed under the Licence Ouverte / Etalab 2.0 open licence. This means they are free and freely reusable. You never need to pay to access them. What we sell is the training around these questions — see our methodology.
